Mehmet Emin Elmacı was born in Ankara in 1969. Having completed his primary, secondary and high school education in Ankara, Çorum, Kars and Muğla, respectively, due to his family's work, Elmacı completed his undergraduate education in Ege University, Faculty of Arts and Sciences, Department of History in 1992.
He completed his master's degree in Social Sciences Institute in the History of Modern History, and his doctorate in Dokuz Eylul University, Ataturk Principles and History of Turkish Revolution Institute. Having started working as a research assistant in the same Institute in 1997, Elmacı is still attending classes as an Assistant Professor at the same unit.
Elmacı has 5 books: "Union Progress and Capitulations", "NATO Building from American College to Kızılçullu Village Institute", "Republic Day Celebrations in Aydın" and "Bergama Community Center" "Republican Holidays in İzmir". Elmacı also has published articles on Kemalism and Republic History. He did his military service as a teacher at Kuleli Military High School.
